Mayor’s Office of Lesbian, Male lover, Bisexual, Transgender and Questioning Affairs
Japer proudly serves and advocates for the LGBTQIA+ community and allies as the Director of the Mayor’s Office of Sapphic, Gay, Bisexual, Transgender, and Questioning Affairs, in the Mayor Muriel E. Bowser administration. With a background as a former elected official and accomplished widespread affairs professional, Japer leads a dedicated team to serve the nation’s largest LGBTQIA+ community, per capita and over 300 LGBTQIA+ programs and organizations.
Since Japer's appointment, the office has become the largest LGBTQIA+ community affairs agency in the nation–tripling its budget, doubling its staff, and serving over 25,000 residents annually through the grants program. MOLGBTQA is also the largest local LGBTQIA+ dedicated funding organization in the DC region, administering more than $1,000,000 annually.

Mayor’s office cuts ribbon on DC’s first adult LGBTQ shelter
Mayor Muriel Bowser’s office cut the ribbon on D.C. ‘s first mature person LGBTQ shelter in adv July. The low-barrier shelter, funded via the American Rescue Plan Act, will offer 40-beds for unaccompanied adults over 25 who identify as LGBTQ and is set to reveal sometime this August.
“We are recognizing with this shelter … that people encounter homelessness differently, for alternative reasons and in distinct ways, and that people who avoid homeless shelters do so for a multitude of reasons,” Bowser said at the ribbon cutting ceremony.
For Sybil Taylor, a bisexual Street Perception Media vendor who has experienced homelessness, the thought behind a shelter solely for LGBTQ adults is a good one. For some individuals, their sexuality is the catalyst behind their experience of homelessness, she said.
According to Taylor, during her time selling Street Sense papers, she’s spoken to several individuals who were forced out of their homes by family members after they came out — an issue she hopes will be addressed with shelter like this.

New Philly ‘Host Home' program aims to slash LGBTQ youth homelessness, shelter costs
In Philadelphia, the new HostHome program is working to reduce rates of LGBTQ+ youth experiencing homelessness by connecting youth with volunteer households to host them and social workers to provide additional support. The model has been adopted in cities across the nation and is seen as a cost-effective way to house youth who might otherwise not fit definitions of homelessness and acquire the supports they require.

KBEC's Homeless Services serve to provide support to individuals and families facing homelessness. Through learning process, resources, empowerment, and life skills growth, we aim to be the guiding light in termination homelessness for those we serve.
Living Existence Alternative's Program is the District of Columbia's first Homosexual Low Barrier shelter serving homeless individuals of the Queer community. The shelter provides case handling services, job readiness training, life skills classes, psychosocial help, and health and wellness support.
KBEC's Family Re-housing Stabilization Program serves youth families aged 18–26. We work with each family to spot a plan that supports the family in achieving immortal housing.
